Jason Vallina - President
Jason brings his diverse experience and penchant for team-driven creative problem solving to each new project and challenge. His degree in Electrical Engineering provides a foundation of systems and process thinking and ability to break a problem statement down into actionable steps and critical milestones. Jason thrives amid novel challenges and believes strongly in people-focused leadership that recognizes the unique contributions and talents of each team member. In his free time, Jason can generally be found outdoors enjoying the splendor of the Mendocino Coast.

Michelle Noe - Vice President & Creative Director
Michelle Noe is a graphic designer who enjoys helping good organizations communicate their messages visually.
Over the past 15 years, Michelle has worked with numerous businesses and nonprofits on projects ranging from branding to websites, and from annual reports to interpretive panels. She is especially adept at finding the most efficient way to organize information and/or physical space. She holds a Bachelor’s degree in Design | Media Arts from UCLA.

M. Edward Cheeks - Chief Executive Officer NAESPA
M. Edward Cheeks, Ph.D., also known as Marcus, is an accomplished professional with multiple licenses and degrees in the PreK-12 education and counseling fields. Marcus has experience as a grant writer and reviewer, as well as working within state and federal grant development, implementation, and contractual processes. As a licensed administrator and guidance counselor, Marcus has demonstrated a commitment to helping students succeed at all levels. In addition, Marcus is a licensed ordained minister, which speaks to his passion for serving others and positively impacting people's lives.
Marcus's educational achievements include a Ph.D. in Educational Leadership from the University of Mississippi, an M.S. in Educational Guidance and Counseling from Jackson State University, and a B.S. in Humanities with an emphasis in Philosophy from Tougaloo College. With this strong academic background, Marcus is well-equipped to provide expert guidance and leadership in the education sector.
Currently, Marcus serves as the Chief Program Officer at the National Association of ESEA State Program Administrators (NAESPA), where he is responsible for managing program operations and leading various committees to achieve the association's strategic goals. He collaborates with members and outside organizations to develop and implement programs that improve academic achievement for underserved populations. Marcus is a dynamic and innovative leader who is committed to making a positive impact on the education industry.

Samantha Armbruster - Director of Operations
Samantha Armbruster loves creating and leading successful teams. Her Main Street Dream Team and later Neighborhood Vitality Team was responsible for programming remarkable events and campaigns in for the City of San Marcos, Texas. Previously owner of a Social Media Marketing company, roller derby queen and ax-throwing champion; she is currently the Director of Operations for Franklin Street Management. She specializes in creating a culture that is equally inclusive and impactful.

Monica Kemper - Event Director
Monica Kemper is currently the Director of Events at Franklin Street Management. A graduate of Sonoma State University, Monica was the Event Director at A+ Events prior to working at FSM. She has over a decade of experience in the events industry and has been involved in producing the National Title I and National ESEA conferences since 2010. In her free time, Monica may be found gardening, hiking with her husband and son or exploring the beautiful California coast she calls home.

Jeri Erickson - Membership Director
Jeri Erickson has been a leader in the nonprofit industry for nearly 30 years. As the Executive Director for a Hospital Foundation, she helped raise millions of dollars for medical equipment, building infrastructure, and grants for patient care. A spark was lit for supporting the needs of children through her work with high school sports. She was successful in bringing all levels of Washington State high school golf together for an annual state tournament. The 3-day tournament included 500 golfers and used 9 golf courses.
Jeri has been a member of the Washington Society of Association Executives and the Association for Healthcare Philanthropy. In honor of her nonprofit leadership, she has received a Leadership Recognition Certificate from the California State Legislature and a Public Service Award from the Mendocino County Board of Supervisors.
Jeri has been the Membership Director for the National Association of ESEA State Program Directors for 8 years. She takes great pride in supporting the mission and vision of the Association.
In her free time, she enjoys the bounty of the beautiful Mendocino Coast. Hikes amongst the redwood forest or a stroll along the coast bluffs kept company by the abundant wildlife are all part of her happy place.

Jane Notmeyer - Communications Director
I feel blessed every day to live on the North Coast of California amongst the beautiful redwood and fir trees. I love the sound of the ocean and I love to hike. I have four beautiful daughters and 5 grandchildren (so far) and my favorite pastime is growing over 500 dahlia plants!
Professionally, early on, I attended the San Francisco International College of Travel and spent 12 years managing several travel agencies (I love to travel too). Then I switched to education and was fortunate to work where my kids attended school in multiple capacities. I hold a Bachelor of Science in Business Management (BSBM) and feel elated that my position here at FSM combines both my travel and education careers. I am the Hotel Reservations Manager for the National ESEA Conference and one of the Presentation Leads in the extensive proposal-to-presenter process. I feel proud to have supported the work of the NAESPA for the last 8 years and hope to continue for years to come.

Jonai Cook - Programs Manager
Jonai Cook is the Programs Coordinator for Franklin Street Management. With a Bachelor of Arts in Finance from Clark Atlanta University and over 5 years of industry experience, Jonai brings a wealth of finance and customer relations expertise to the close-knit team at FSM. Jonai is known for her exceptional attention to detail and ability to bridge the gap between creative ideas and practical solutions. Throughout her career, Jonai has made significant contributions to managing successful projects which has enabled her to build lasting relationships with clients and colleagues alike. Away from work, Jonai and her family enjoy sports, concerts, and travel. Whether cheering on her favorite teams or soaking up new experiences, Jonai delivers the same energy and enthusiasm that she applies to her work at FSM.

Kiara Holt - Digital Media Manager
Kiara Holt is the Digital Media Manager at Franklin Street Management and has over 9 years of experience supporting teams in their efforts to communicate well. Specializing in copy editing and technology, she uses that experience to focus on solutions, work efficiently, and manage minute details critical to successful execution on projects. She earned a Bachelor of Arts Degree in English Education from California State University, Long Beach, and is so grateful she has been able to support educators through her work with FSM.
Kiara currently makes her home in Southern California with her partner, two sons, and rescue terrier. Outside of her professional life, Kiara loves to knit and camp with her family.

Anthony Franklin - Exhibits Manager
Anthony Franklin is the current Exhibit Manager at Franklin Street Management. Anthony worked for twenty years in the service industry before being hired at FSM in April of 2020. Anthony graduated from Pensacola State College and has lived on the Gulf Coast of Florida since his military family was stationed here in 1995. His hobbies include recreational sports such as beach volleyball and golf while also spending time with his longtime partner, Kelly, and their young son, Enzo.
